You cannot be 'accredited' by 'the CIC', (there is no such single institution, there are many - you just register with a Cambridge centre and pay the required fees. All CICs are approved by CIE (see below)and if your students are ready to take the IGCSE syllabus, A/AS levels etc., you are checked to see whether you have the required examination conditions for them to be regarded as valid.
If you are teaching 3 year olds, I fail to see what relevance Cambridge International Examinations has for you. To quote from their website: 'University of Cambridge International Examinations (CIE) is the world's largest provider of international qualifications for 14-19 year olds. We are part of the University of Cambridge and a not-for-profit organisation.'
For this reason, I find your website information problematical.
